Group of 39 German states unite under the Act of Confederation, a union of German states provided for at the Congress of Vienna to replace the old Holy Roman Empire, destroyed during the French Revolutionary and Napoleonic Wars; a loose union to guarantee mutual defense and the independence of member states; certain princes exempt - the king of England, as king of Hanover; the king of the Netherlands, as duke of Luxembourg; and the King of Denmark, as duke of Holstein and Lauenburg; lasted until the Austro-Prussian War of 1866, and the founding of the North German Confederation under Prussian leadership.
